Parks and Wildlife Management Authority (Tariff of fees) By laws, 2014

IT is hereby notified that the Minister of Environment, Water and Climate  has, in terms of section 129A of the Parks and Wildlife Act [Chapter 20:14], as read with Section 97(1) of the Parks and Wildlife (General) Regulations, 1990, published in Statutory Instrument 362 of 1990, approved the following by-laws made by the Parks and Wildlife Management Authority:─

1. These by-laws may be cited as the Parks and Wildlife Management Authority (Tariff of fees) By-laws, 2014.

2. The Schedule sets out the tariff of fees payable by residents and non- residents in Zimbabwe in respect of the services and facilities specified therein.

3. The Schedule to the Parks and Wildlife Management Authority (Tariff of Fees) By-laws, 2007 published in Statutory Instrument 94 of 2007, is repealed and the following is substituted:─

PART 1

A. DAY ENTRY FEES

Note –

  • NB All charges in this document include 15% Value Added Tax (VAT) and 2% tourism levy where applicable
  • The operator’s employees involved in illegal activities shall be liable to an individual fine of 10% of any fine charged to the operator or owner of equipment. Clients who enter into Parks Estate without paying entry/river usage fees shall be charged double the normal fees prescribed in this gazette.

 

B. CONSERVATION FEES

1. (1) Note on conservation fees for Adults

(a)     Tour operator clients will be allowed re-entry in the Park on production of copies of pre-submitted lists and identification details relating to entering clients, except for Rainforest. Individual visitors who exit before the day expires will be required to pay for re-entry on the same day.

(b)     Three employees of a tour operator are entitled free access per entry and free camping.

(c)     2 Tour Operators employee for every 8 Rafters will be allowed free entry.

(d)     Persons resident in Zimbabwe shall be charged the equipment of the fees charged for Persons not resident in Zimbabwe unless they produce positive identification of their Zimbabwe residence.

(e)     Resident pensioners above 60 years to pay 50% on Conservation fees/ River Usage fees subject to production of Zimbabwean identification documents.

(f)      Miners to pay conservation fees on a daily basis.

(2) Notes on conservation fees for children

(a)     All children who are between 6 and 12 years old will pay 50% of the applicable adult entry fees.

(b)     All children under 6 years are exempted from paying entry fees.

(3) Notes o conservation fees for educational tours

(a)     Teachers on educational tours with pre-school children shall pay 50% of adult conservation fees, while the bus shall pay the full amount.

(b)     Secondary School children and teachers on educational tours shall pay 50% of the adult’s conservation and river usage fees.

(c)     Primary School Children on educational tours shall pay US$1.00 per child and the teachers shall pay 50% of the adult rate.

(d)     Pre-school on educational tours shall pay US$0.50/ per person as entry fees.

NoteFor all 50% discounts on entry fees, if the client has no coin, the rates will be rounded up to the nearest dollar.

 

(4) Conservation Fees by Park Category

Conservation Fees- All those visitors to the Parks facilities and Parks concessions will pay daily conversation fees for day visitors as tabulated below.

C. ENTRY FEES FOR PRIVATE VEHICLES

(a)     Buses- special permission is required and only for resident school children, senior Citizens and disabled.

 

(b)     Private vehicles and minibuses with a seating capacity above 25 persons, including tour buses and overland trucks, are prohibited, except for Matopo and Hwange Main Camp. However they will not be allowed for touring in the Park.

 

(c)     Motor cycles are not allowed in the Parks Estates.

 

(d)     Buses other than those covered in note (a) above should get special permission from the Director-General.

 

(e)     Vehicles into Chinhoyi caves, Vumba, Ewanrigg and Zambezi Camp lodges will not pay vehicle entry fees.

 

(f)      Vehicle entry fees for Foreign Tours Operators pertain to entry fees into the Park for purposes of handling over clients to a local operator ONLY. Please note Foreign Operators are not allowed to operate in the Parks Estate.

6.(1) Notes on Conservation Fees for Moonlight Viewing

(a)     Children (under twelve years) shall pay half the appropriate adult fee.

(b)     Tours operators fee is only applicable if the Operators brings minimum of 15 people per month for moonlight viewing.

PART II

2.ACCOMMODATION

Notes on Accommodation Fees

(a)     These fees are for overnight stay in the lodges, chalets, camping and picnic facilities.

(b)     Provided that where firewood is the only means of cooking one bundle will be provided for free.

(c)     Guests who make bookings and occupy Parks accommodation for seven consecutive nights are entitled to one free night within the continuous period.

(d)     Accommodation fees are inclusive of 2% tourism levy (for foreigners) and 2% levy and VAT for locals.

(e)     Camping and picnic fees charged per person unless otherwise specified.

All ordinary sites take a maximum of 6 people and one vehicle, exclusive and undeveloped sites maximum of 12 people and 2 vehicles.

(f)      All children (6-12 years) shall pay special rates for camping 50% of the adult fee.

(g)     Educational tours groups to be charged 50% on camping fees.

(h)     Accommodation shall be charged per lodge per night, unless otherwise indicated.

 

2.(1) Cancellation Policy

(a)     Cancellation prior to 14 days    50% refund.

(b)     Cancellation within 14 days       no refund.

(c)     Alteration of booking-prior to 30 days   15% administration  fees.

(2) Accommodation Fees per Park and Facility

3.7 Whitewater Rafting Annual Permit

The annual permit shall be US$2400, 00per sector excluding, client river usage fee for Non Residents US$10.00 or US$5.00 for residents per person per day

 

3.8 Kayaking Annual Permit

The annual permit shall be US$800,00 and client river usage fees/person will apply.

 

3.9 Motorized Raft Annual Permit

The annual permit shall be US$1200,00 and client usage fees/person will apply.

 

3.11 Float plane Annual Permit

The annual permit shall be US$2400,00 per passenger seat plus client fees/person will apply.

 

3.12 Aerial Game/Scenic Viewing Annual permit

(a)     Ultra light planes shall be charged US$8,00 for Non Residents per client.

(b)     Fixed wing planes shall be charged US$1600,00per aircraft plus client entry fee of US$5,00 for Residents and US$8,00 for Non Residents per client.

(c)     Helicopters shall be charged US$20 000.00 per aircraft plus client entry fee of US$5,00 for Residents and US$10,00 Non Residents per client.

3.13 Annual Permit to Keep and Utilize Domesticated Wildlife for Commercial/Tourism Activities

The annual permit shall be US$3200,00

 

3.14 Sport Fishing by Tour Operators

(a)     Upper Zambezi and Other areas

(b)     The annual permit shall be US$400,00 excluding daily conservation fees and river usage fees which shall only be charged where conservation fees are not enforceable.

 

(c)     Sapi-US$5000,00 including daily client river usage fees.

(d)     Manapools Tour Operators.

  1.                                  i.            The annual permit shall be US$500,00 excluding, daily client river usage fees
  2.                                 ii.            Storage Fees of US$300.00/annum.

 

PART 1V

A. FISHING IN PARKS ESTATE

4(1) Notes of fishing

(a)     A bag limit of 5 fish per day

(b)     Fishing is charged per person and excludes river usage fees unless where specified.

(c)     A maximum of 2 fishing rods with a maximum of 3 hooks shall be allowed per person.

(f) Marathon and Cycling Competitions

These are done for more than one day and a maximum of 6 people are required.

Charges for hire of services of Authority employees for wilderness trails shall be as follows;

Resident – US$25,00 per person per day for the first 3 days and US$15,00 per person thereafter.

Non Resident – US$50,00/person /day for the first three days and US$40,00 per day thereafter.

(6)MISCELLANEOUS LABOUR CHARGES

(a)     Service Charges for PAC Duties

Charges of PAC employee, per hour or part thereof shall be US$10,00 plus transport.

Hire of service to capture plain game shall be US$1 000,00 per day plus transport and T& S allowances.

 

(10) Hire of catering service

Maximum of 20 people @ US$20,00/meal

Any extra up to 40 to pay US$0,75/person/meal

Any extra up to 60 people to pay US$0.50 /person/meal.

Any extra up to 61 people to pay US$ 0,30/ person/meal.

 

(9)  Hire of Authority’s Motor vehicles

(a)     Distances shall be calculated on the basis of the distances prevailing in the current distance chart as prepared and provided by the Automobile Association of Zimbabwe or by Central Mechanical Equipment Department Pvt Ltd.

(b)     Charges for hire and use of a vehicle shall be calculated on the basis of hire charges as set out be the Central Mechanical and Equipment Department Pvt Ltd or Automobile Association of Zimbabwe.

(c)     Charges for the hire and use of Parks and Wildlife Authority’s vessels shall be on cost recovery basis and excludes costs of fuel and lubricants or shall be calculated on the basis of the hire charges as set out by the Central Mechanical Equipment Department Pvt Ltd.

(d)     The Authority may waive any of the above charges or provide free services, where in its opinion, conservation interests are at stake or human life is threatened.

(e)     A 20% administration charge shall be payable in addition to any other charge for sundry expenses.

12.(1) Rainforest Special Activities

(a)     The use of the statue site for special activities in the Rain Forest in the Victoria Falls National Park, limited to a party of ten (10) people and whose stay not exceed two hours, shall be charged as follows. (b)     The same fees shall apply for half a day for similar special activities in all other parks.

(3) Release of Impounded Kapenta Rig

Fee for release of impounded kapenta rig shall be US$2000 for locals and US$4000 for non residents.

Change for release of impounded beast per beast per day shall be $2, 00

 

Note; All impounded assets will be disposed of after 3 months

10. Compensation for Game Illegally Killed For Any Loss or Damage to Property
